首届全球华人公共管理学者论坛征文启事

中国三十年经济改革的成就举世瞩目,其中政府的主导作用功不可没;但政府管理中的问题也日益凸显。政府应该如何推动下一轮的经济、政治、社会改革,以实现全面、稳定、持续发展的目标?政府转型是一个显而易见的选择;但转型的最终目标是什么?应该如何转型?这是有志于中国国家治理的有识之士都在思考的问题。
为了深入研讨以上问题,中国行政管管理研究中心、中山大学政治与公共事务管理学院、中国留美公共管理学会将于2010年5月联合召开首届全球华人公共管理学者论坛。
本论坛的主要目的有三个:
1. 聚焦中国问题,借鉴国际经验,从全球的视角解读中国问题。
2. 聚集全球华人学者的智慧和力量,为中国政府进一步转型提供参考意见。
3. 在中国问题的解读中,寻求华人学者对公共行政理论的特有贡献。

2. 作者姓名、职称、工作单位、电子邮箱及联系电话;
3. 研究内容和研究方法;
4. 关键词;
5. 主要参考文献。
截止日期:2010年1月15日。经会议组委会专家评审后,在2010年2月15日之前寄发正式参会邀请函。
全文提交
参会论文全文提交日期为2010年4月15日。字数以8000至10000字左右为宜。论文请以电子邮件形式提交给会议筹备组,以便装订成册,供会议期间研讨使用。论文录用与否均不退稿,请作者自留底稿。
日程安排:2010年5月27日,报到; 28-29日,会议。
其他事项
本次会议不收取会议费;主办方提供餐饮。除特邀嘉宾外,其他与会者住宿费、交通费自理。

The First Global Forum of Chinese Scholars in Public Administration
Call for Papers
China has accomplished remarkable achievements in economic reform and development in the last three decades, largely attributable to the leading role of government. Meanwhile, issues in and challenges for government administration in China have become increasingly prominent. How should the Chinese government promote the next round of economic, political and social reform in order to achieve comprehensive, stable and sustainable development objectives? Transformation of governance is an obvious choice. However, many important questions still remain: What is the ultimate goal of the governance transformation? How should government be transformed? They are the issues Chinese scholars of public administration around the world have been working on.
In order to facilitate discussion of these issues, the Center for Public Administration Research, School of Government at Sun Yat-Sen University, School of Public Policy and Administration at Xian Jiaotong University, and China-America Association for Public Affairs will organize and sponsor the first Global Forum of Chinese Scholars in Public Administration in May 2010.
Three main purposes of this forum:
1. Focus on issues in China, draw on international experience, and address China’s issues from a global perspective
2. Synthesize wisdom and insights of Chinese scholars in public administration around the world, and provide Chinese government advice on government transformation
3. Explore China's issues, and make unique contribution of Chinese scholars to theory and practice of public administration

Participants: 40 will be invited. 20 are domestic attendees (including Hong Kong, Macau and Taiwan), and the other half are international attendees.
Working Language: Chinese
Submission of Abstract
All conference submissions should be original research papers written in Chinese. The contents should be forward-looking. The submitted papers should not be published in any domestic or internal journals before the conference.
Please submit your proposal in a word file, which is no longer than two pages, and includes the following:
1. Title and abstract
2. Name, position, institutional affiliation, email and telephone of each author
3. Research subject and methods
4. Key words
5. Main references
Deadline: January 15th, 2010. The conference committee will review all proposals and send invitation letters to attendees by February 15th, 2010.
Submission of Final Draft
The full draft of conference papers should be submitted by April 15th, 2010. The length is expected to be between 8000-10000 words。Please email your full draft to the conference committee so that all conference papers can be assembled for use in the conference.
Schedule: May 27th, 2010, conference registration; May 28th-29th, conference.
Other Items
This forum does not charge conference fees. The organizers will provide catering. All participants except special guests take care of their accommodation and transportation expenses.
